During the Dutch presidency of the EU, from July to December 2004, a Conference on “The Material and Immaterial Costs of Animal Disease Control” was organized in Brussels. For the first time in history smallholders were present at such an event. Unfortunately the only representatives came from the Netherlands, but then the Dutch had just recently suffered two major outbreaks, FMD in 2001 and AI in 2003.
These caused a huge social uproar and indignation due to the inhumane ways of dealing with the diseases; and the start of the NBvH.
